Thank you! Don't know if it was you intention or not, but it is not "public".
you can make a copy in google and edit it. letting everyone dit my version just messes it up as some users do not understand how to use it
The doc is not public, as in when someone tries to click on your link it says

Ask for access, or switch to an account with access.
